The partnerships aim to facilitate integrated planning of the three cities, develop them into smart international cities, and provide deep insights and expert advice to advance the industrial transformation, technological innovation, and integrated development in the region. The Center aligns with China's science and technology development strategies, undertakes an increasing number of major science and technology projects, and supports the efforts to establish a number of state key laboratories and large-scale scientific facilities in Hunan. The Center also champions a joint operation system for in-depth collaboration and resource sharing among industries, universities, and research institutes through contributions from various parties, strongly supporting the formation of a strategic alliance for industrial technology innovation. It attracts and cultivates talent for scientific and technological innovation, and devotes itself to people's livelihood-related causes, such as biotechnology, biosecurity, public health, low-carbon development, and green agriculture, to promote healthy and sustainable social development. The Center also vigorously engages in international exchanges to help Hunan enhance its international reputation. It serves as a bridge among enterprises, between enterprises and the government, and between enterprises and society to facilitate Hunan's strategy of the "three highlands and four new missions" and high-quality development, and further improve Hunan's strategic foresight of and control over future industrial and technological development, thus forming a think tank and science and technology innovation platform that is based in Hunan, serves Central China, and influences the entire country.
